South Carolina Gov. Nikki Haley has declared a state of emergency in South Carolina and has ordered an evacuation of many coastal communities in advance of  declared a state of emergency in South Carolina and is calling for some evacuations in the Lowcountry in advance of Hurricane Matthew.
