(CBS4)– Police at the University of Colorado Boulder campus say they’ve captured a bicycle thief- red handed.Police arrested Joel Weber on Aug. 27 after several people reported seeing him trying to cut bike locks from two locations on the CU campus.Officers watched him outside the Environmental Design Building on 18th Street and in the area of Kittredge West residence hall on Kittredge Loop.Police claim Weber had cable cutters and other burglary tools on him when they
