CDOT explains 'mystery' billboards

If you've been slightly confused by the ambiguous billboards throughout Colorado that say things like "Windshield Ejection," "Brain Damage," "Life or Death" and "Fatal Accident," then the Colorado Department of Transportation finally has an answer.
