Puppy wrapped in garbage bag found abandoned in East Windsor dumpster

An investigation is underway after a puppy wrapped in a garbage bag was found abandoned in a dumpster in East Windsor. Police said the puppy is approximately 13 weeks old and has been lovingly nicknamed Oscar by the department. The puppy was transported to an emergency veterinary hospital.
