Hartford Police make arrest in carjacking, kidnapping case

HARTFORD–Police have arrested a man in connection to the carjacking, kidnapping and shooting incident earlier this week. Tony Mercado, 23, of Hartford, was charged with robbery in the first degree, two counts of risk of injury to a minor and two counts of kidnapping in the second degree. Major Crime Division detectives made the arrest.
