Workshop will advise disabled on transportation-access rights

Like anyone else, Katie Frederick just wants to get from point A to B as smoothly as possible. But when complications arise — perhaps an Uber driver who refuses guide dogs, or a curb cut buried in snow — Frederick and others with disabilities can’t easily switch gears.
