Theodore Decker: Sidewalks a concrete step to fixing broken neighborhoods

The concrete walk wraps around the southeast corner of Gilbert and East Columbus streets and runs east on Columbus for maybe another 10 feet. Then it stops abruptly in a patch of mud better suited to pigs than pedestrians.
