Recovery matters little to Ohio’s poor

Lower unemployment has not helped Ohio’s poor escape poverty. The state poverty rate of 15.8 percent last year was down slightly from 16 percent in 2013, according to new estimates released on Thursday by the U.S. Census Bureau.
