Reagan Tokes killing inspires move for legislation to fix the system

The circumstances that allowed a man to kidnap, rape and murder an Ohio State student in February was not the result of any single failure of the criminal justice system. So a bipartisan pair of Franklin County lawmakers - one a former assistant county prosecutor and the other a former assistant attorney general - are preparing to introduce legislation aimed at addressing multiple problems with how violent criminals are released and tracked.
