Proposed budget hikes point to bond issue for city schools

Almost half of the $98 million increase in non-personnel spending that Columbus City Schools Superintendent Dan Good is proposing for next year would go to capital expenditures such as roof replacements, new buses, textbooks and other purchases that could be funded by a bond levy.
