Plan to cut state lawmakers' pay can move forward, Ohio Ballot Board says

A proposed constitutional amendment that would whack state lawmakers' pay about 19 percent and impose ethical restrictions on former legislators was approved Wednesday by the Ohio Ballot Board—but only after being split into three issues.
