Plain City planning for a possible developmenta

The village of Plain City is looking into creating a tax increment finance district for two privately-owned properties officials say are on the brink of development. Council on Monday authorized village administrator Kevin Vaughn and solicitor Paul-Michael Lafayette to retain a specialized attorney to create the incentive for properties owned by Wayne Ballantyne and Dave Woodard.
