Pickaway County shelter moving out the shadows

CIRCLEVILLE — The police car dropped her off at the concrete-block building on a dead-end street in the middle of the night. She had more kids than she had arms to carry them, and they all shuffled inside under cover of darkness with nothing but the pajamas they were wearing.
