A man who was hit during a pursuit Tuesday in which five juveniles were arrested and charged is improving.The 61 year-old man, Arthur Smith, is in stable condition.Phillip Bailey says when he saw the cart on Hamilton Road, he sadly knew exactly who had been hit.“His cart, I saw it on the road.
