Out-of-state students help bottom line at Ohio’s public universities

As state support for colleges and universities has shrunk in recent decades, schools have relied more on tuition revenue. But state schools have a special mandate to be affordable, and in some recent years lawmakers have frozen tuition for in-state students. What’s a budget-strained university to do?
