Open enrollment not always helpful to Ohio schools’ bottom line

State Auditor Dave Yost released a report today showing that some school districts have gained revenue by offering open enrollment while others have lost money. The report, detailing performance audits of four northeast Ohio school districts, showed wide-ranging impact from the policy to attract students from outside school boundaries with some districts having a $1 million gain and others a $1 million loss during fiscal year 2015.
