WHITEHALL -- A program in Whitehall is working to improve the look of the city -- one home improvement project at a time.The Whitehall Home Reinvestment Program is designed to financially assist Whitehall homeowners improve the exteriors of their homes.The reinvestment program will reimburse 50 percent of a $15,000 exterior home remodeling project, up to $7,500, for qualified applicants.The program will also reimburse 25 percent on approved driveway projects up to $7,500.Paula Skrobot was select
