Ohio in bottom third in need-based college aid

Ohio legislators and Gov. John Kasich speak often of their efforts to make college affordable, through tuition caps and freezes and incentives for schools to cut costs. But when it comes to direct aid to the neediest students, Ohio does less than all but 14 other states.
