Ohio consumer advocate moves to block ‘submeter’ spread

Ohio's top consumer advocate on utility issues is seeking an immediate halt to the expansion of "submeter" companies into new apartments and condominiums. The Office of the Ohio Consumers’ Counsel made its request in a filing, part of a formal complaint before the Public Utilities Commission of Ohio that seeks to ban certain types of utility resales.
