Ohio changes to Head Start funding could harm kids, some say

A state plan to change how Ohio pays for child care and early learning has some concerned that services will be diminished for thousands of poor children. The policy change would save $12 million a year, money state officials say will be reinvested in Ohio’s child-care system. But critics say it also will cost tens of millions more in federal matching dollars.
