Ohio can seek Foxconn project without being transparent

Taiwanese electronics maker Foxconn wants to spend billions and employ thousands in the United States and is seeking a place to do it, setting off a frenzy of interest. At the same time, it's been only silence in Ohio, which is one of seven states that the maker of the Apple iPhone and other smartphones originally identified for the project.
