As the official Issue 1 campaign struggles with internal dysfunction, nonprofit grassroots groups say they are trying to fill the gaps in telling voters why they should support a reform of Ohio’s legislative redistricting process. Michael Li of the Brennan Center for Justice praised Ohio lawmakers Tuesday for placing substantial reform on the November ballot. But groups supporting Issue 1 are finding that getting the political parties to agree on a redistricting plan is one thing, but gett
