ODNR wants to consolidate scenic-waterway citizen groups

For decades, the Big Darby Creek has been listed as a "scenic" creek, a state designation that gives the waterway, among other safeguards, a local citizens council that advises state regulators about the health of the creek. Statewide, more than 100 people are members of local councils. But the Darby council — and the 13 others across Ohio — could disappear.
