‘No Child’ law left schools, kids behind

In 2002, President George W. Bush had a bold plan for improving student academic performance: He’d outlaw poor performance in school by requiring every single child in the country to pass state proficiency tests by 2014 — or else. Today, the U.S. Senate is expected to vote to return most control over school accountability to the states, even though the nation’s school districts remain nowhere near Bush’s lofty goal.
