New state law allows tax to help fund Delaware County Fairgrounds
DELAWARE, Ohio — Although harness drivers and horses are filling the stables and stalls at the Delaware County Fairgrounds this week, excavators and plumbers occupied the grounds over the winter. Broken waterlines — some pipes date to the 1930s — contributed to water bills that approached $15,000 a month compared with a more-typical $3,500. And updating waterlines is just one of the upgrades needed to restore the property, which is in both the city and Delaware County.
