More security officers will watch unshackled juvenile defendants

Franklin County will hire nine new juvenile detention officers to amp up security as it complies with a new state rule that prohibits shackling most juveniles in courtrooms. The additional officers will cost the county about $250,000 for the last half of 2016. Franklin County Commissioners approved the hires at a meeting Tuesday.
