A worker sawed through pavement outside the door of Jack's Diner on Lynn Street behind the Rhodes Tower Downtown Monday morning, kicking up a cloud of khaki-colored dust. Another worker drove a small tractor back and forth, ferrying supplies and digging holes while others poured steaming black tar and asphalt into a long trench.
