Letter: State's proposal is arbitrary

Regarding last Wednesday's Dispatch article "Columbus clinic fights to stay open" on the never-ending abortion access battle concerning Founder's Women's Health Clinic, I am sure that Founder's has not been an Ohio Department of Health favorite provider ever since first challenging licensure back in 2002. State Health Director Richard Hodges' "suggestion" to the clinic that it add a third physician to staff as an alternative to the "transfer agreement" rule remains laughable.
