Lancaster council, president often at odds

LANCASTER, Ohio — Name the controversy — the county jail site, city water quality or government committees — and Lancaster City Council President Robert Hedges always seems to be at the center. That’s because he manufactures controversies where none need exist, his critics say. Hedges denies that and says he wants council members to work together to improve the city of nearly 40,000 residents.
