Lancaster council expected to approve open-container permits

LANCASTER — ArtWalk, the popular downtown event accompanying the Lancaster Festival next month, is expected to debut a new city law allowing people to stroll outside with alcoholic drinks in hand. Tonight, the city council is expected to approve a permit process and other details required to carry out a law the council approved this year allowing an outdoor refreshment area.
