The third time was not a charm for this South Side man. Last week, Wendell Watkins Sr., 33, stripped naked, smeared feces on his body and screamed when Franklin County deputies arrived at his jail cell to take him to court. Watkins had been able to derail his hearing on burglary and robbery charges twice before with the same antics.
