Ginther’s goal to boost Linden, Hilltop won’t be easy

Columbus Mayor Andrew J. Ginther said that one of his first goals since taking office this year is to boost the fortunes of two struggling city neighborhoods: Linden and the Hilltop. But what can the city realistically do when market forces and other factors play a big role in what happens in neighborhoods?
