Gahanna ponders which is preferable: mayor or manager?

Last year, a grass-roots group petitioned to rewrite the city charter and replace the full-time mayor there with a city manager - an initiative that failed to get enough signatures to make the ballot . With longtime Mayor Becky Stinchcomb on the brink of retirement, the city council formed a seven-resident governance commission this year to study whether Gahanna might be better managed by a different form of government.
