A Franklin Township police officer who was placed on leave after he was captured on video kicking a handcuffed suspect has resigned.An attorney for Officer Rob Wells confirms the officer turned in his resignation Sunday night.Wells was placed on administrative leave after the video of the incident on May 1 was posted online.The officers had been involved in a pursuit of Anthony Foster Junior.
