Franklin County Emergency Management director placed on leave again

The director of the Franklin County Emergency Management and Homeland Security agency has been placed on paid leave. The agency's executive committee is investigating "allegations of misconduct" against Director Michael R. Pannell, spokeswoman Kelly McGuire said. He is facing a disciplinary hearing on March 24.
