Engineers do what they can with budgets as more roads, bridges need fixes

While county engineers oversee some of the most-expensive and important projects in government — fixing bridges, paving roads and preventing floods — how they operate and how much it costs can vary widely. Continual growth in Delaware County, for example, makes it a hot spot in central Ohio, second only to Franklin County.
