Emergency director described as 'wasted' at work resigns

The leader of the Franklin County agency that coordinates local emergency response resigned this morning following allegations that he appeared to be “wasted” on the job and mistreated employees. The Franklin County Emergency Management and Homeland Security Agency’s executive committee accepted the resignation of Mike Pannell, 60, at their meeting today.
