Economic plan has Circleville optimistic

CIRCLEVILLE, Ohio — As Ryan Scribner stands in a muddy parking lot, his voice is nearly drowned out by the noise from nearby construction equipment moving earth and spreading gravel at a business that’s expanding. He doesn’t care if no one can hear what he is saying. That’s the sound of progress, the likes of which this Pickaway County city hasn’t seen or heard in a long time.
