East Main property owners might unite to fund improvements

Tired of thefts, prostitution and blight plaguing the worn-looking area of East Main Street between Bexley and Whitehall, neighborhood leaders are pushing for a special-improvement district to pay for bicycle patrols, litter cleanup and beautification.
