Commissioner questions proposed energy loan program

Franklin County plans to launch a revolving loan fund to help businesses pay for energy-saving projects, but the proposed program hasn’t won support from all the commissioners. At a briefing session on Thursday, Commissioner Paula Brooks asked whether private banks could loan corporations the money to make energy upgrades instead of using dollars from a sales-tax increase commissioners approved in 2013.
