Columbus council to open tap for water-system upgrades

The Columbus City Council is expected to approve more than $8.5 million for improvements to its water system when the seven members convene today. The meeting at 5 p.m. at City Hall will include a $3 million contract modification to expand and improve the city's Dublin Road water plant.
