Clean energy issue could require up to four votes on one ballot

The Ohio Ballot Board voted today to split a proposed $13 billion green energy constitutional amendment into two separate issues. However, the 3-1 vote had nothing to do with concerns that the energy proposal could be a monopoly and run afoul of Issue 2, the anti-monopoly amendment Ohio voters approved in last week’s general election.
