Charter changes won't be on Columbus ballot

Two proposed charter amendments won't make the November ballot, after the Columbus City Council voted on Monday night that they didn't pass legal muster. Both the Columbus Community Bill of Rights and the Columbus City Council Reform Amendment came up short of the 8,958 valid signatures each needed to make it to the ballot.
