With rain in the forecast for Halloween, many are wondering if it can wash out trick-or-treating.The Mid-Ohio Regional Planning Commission (MORPC) has recommended Wednesday, October 31 for communities to hold trick-or-treat events on this year.However, some communities may vary from that date.
