Bill nears passage to make clean-energy standards optional for 2 years

Clean-energy standards would become optional for the next two years under a bill that passed the Ohio Senate late Thursday night and was on its way to the House for expected passage. That would send it Gov. John Kasich, who has hinted that he will veto it.
