Auditor opposed mayor's office plan to raise Columbus' debt cap

Mayor Andrew J. Ginther's administration considered a plan this summer that would have allowed Columbus to exceed state-mandated caps on borrowing, but the plan was shelved when Auditor Hugh J. Dorrian opposed it. Some inside City Hall think the plan will re-emerge next year after Dorrian, an influential officeholder who has spent decades overseeing city revenue, retires from office.
