Appointee to Youngstown City Schools panel blocked

A judge has temporarily blocked an appointee to the academic-distress commission overseeing the troubled Youngstown City Schools after teachers unions argued she wasn’t a current teacher. In a decision on Wednesday, Mahoning County Common Pleas Judge Lou D’Apolito prevented Carol Staten from joining the commission until a hearing is held on Dec. 14.
