Anti-puppy mill activists seek Ohio constitutional amendment

A Holmes County puppy mill operator sold these two dogs and 32 others to a sanctuary in Port Clinton. Animal-welfare groups are pushing for a state constitutional amendment that would impose tougher regulations on dog breeders.
