After distemper outbreak, dog shelter to resume adoptions on Thursday

The Franklin County Dog Shelter will reopen for adoptions on Thursday. County officials announced this afternoon that test results for more than 100 dogs came back negative for distemper, and they are confident that any outbreak has been contained.
