17-year-old declares candidacy to become Lancaster mayor

It's no secret the past year or so has been difficult for the city of Lancaster.
In late 2015, Mayor Brian Kuhn's wife was charged with embezzling more than $300,000. She eventually was sentenced to four years in prison. Then, in the summer of 2016, Kuhn himself was charged for failing to file his income taxes. In January of this year, Kuhn resigned from office.
The question now is: Who can get Lancaster back on track? The answer might be a 17-year-old boy.
